UPI’s Next Chapter: Who Really Picks Up the Bill?
The scan stays simple. The economics behind it are changing.
From 15 October 2026, eligible UPI merchant payments above ₹2,000 will attract a processing fee called MDR (Merchant Discount Rate). The standard rate is 0.4%, capped at ₹300, before applicable taxes. Customers face no direct UPI charge.
Who Feels the Change?

Small Percentage. Unequal Pressure.
A 0.4% fee consumes 20% of gross profit on an eligible sale with a 2% gross margin. At a 10% margin, it consumes 4%.
The same fee can therefore feel very different across businesses.

Could Customers Feel It Later?
Direct surcharge: prohibited. Indirect effects: possible.
Businesses could absorb costs, reconsider discounts or adjust broader pricing. Some may become less willing to accept UPI. These are potential responses, not confirmed outcomes. Mumbai fuel dealers have already threatened withdrawal unless exempted.
What Could Improve?
- Reliability: More funding for payment infrastructure.
- Security: Greater capacity to invest in fraud prevention.
- Reach: Support for wider merchant acceptance.
These are policy objectives, not guaranteed results.
The Next Test
The government expects approximately 96% of merchant transactions to remain unaffected. But transaction count alone cannot reveal pressure on individual businesses.
UPI’s next chapter succeeds when better infrastructure earns merchant confidence and keeps everyday payments effortless.
